Prospective Midshipmen (Civilian)

Thank you for your interest in Naval ROTC (NROTC) at Oregon State University (OSU). It’s a fine way to help pay for your education and become an officer in the Navy or Marine Corps Reserves. There are two main Naval ROTC options available:

College Program

The college program is offered to students who are currently enrolled in a university with a NROTC program.  This program pays for uniforms and fees associated with Naval Science courses. While in the program some students may be selected for advanced standing which allows them to receive a stipend to offset the cost of books and other expenditures associated with college.

Upon graduation, the individual will be commissioned as an Ensign in the Navy or a Second Lieutenant in the Marine Corps for eight years, four of which must be served on active duty.

To apply for the College Program within the NROTC program please fill out and submit a College Program Application . After acceptance to the program you will also need to submit a Uniform Fitting Sheet (Male/Female ). The uniform fitting sheet will need to be filled out by a qualified seamstress or tailor. If an alteration professional cannot be found in your community, ask your local cleaners if they have someone who can help you. The uniform sheet is extremely important because your uniforms are ordered before you come to  New Student Orientation (NSO). Scholarship

The Navy offers two main scholarship programs to 89 colleges and universities in the United States.

The four-year program offers full tuition, fees, and uniforms for students wishing to seek a career in the United States Navy and Marine Corps. In addition, the scholarship includes a book stipend to offset the cost of textbooks and a monthly allowance.

The two-year program is designed to pay for the last two years of college. This program pays for tuition, fees, textbooks and any necessary uniforms. Individuals in this program will also receive a monthly allowance.

Upon graduation, the individual will be commissioned as an Ensign in the Navy or as a Second Lieutenant in the Marine Corps for eight years, four of which must be served on active duty. 

To apply for a four-year scholarship, please go to the NROTC website at https\www.nrotc.navy.mil for more application information and exact due dates. If you are not accepted for a four-year Naval Service Training Command (NSTC) scholarship, it is still possible for you to attend OSU as an NROTC student.  Just follow the application procedures above to become a college program student. If accepted as a college program student, you will be a member of the NROTC Battalion while learning and training with us. You can be resubmitted for a three-year scholarship after your freshman year if you have good grades, good training habits, and have applied yourself well as part of the Beaver Battalion. We also have two-year scholarships available after your sophomore year, if needed.

Prospective Officer Candidates / MECEP (Active Duty)

Seaman to Admiral (STA-21)

The Seaman to Admiral - 21 was designed to combine a number of commissioning programs into one. With this new program, enlisted sailors are given the opportunity to receive a commission while maintaining the benefits of being active duty. Sailors receive up to $10,000 per year for books, fees, and tuition.

Upon graduation, Sailors will receive a commission as an Unrestricted Line Officer, Special Duty Officer, Nurse Corps, Supply Corps, or Civil Engineer Corps.

Marine Enlisted Commissioning Program (MECEP)

The MECEP program is designed to allow enlisted marines to earn a commission as a 2ndLt in the Marine Corps. While Marines are able to use their G.I. Bill while attending the university there are also many scholarships through the university, national scholarships such as the Admiral Boorda scholarship as well as local scholarships like the Provost Fund which provides scholarship funds to MECEP's and non-scholarship midshipman based on superb performance.
